Are you sure it's a fledgling? It might be a disease problem on its face, my son had a Robin in his garden with something similar.

Well not a hundred percent but I see lots of robins in my garden and for sure the young ones look like that before getting their full feather coat, you could be right I was a good distance away
 
Thinking about this a bit more, young Robins should have their full adult plumage before winter, it wouldn't make sense for them to not be fully feathered in cold weather, they would lose too much body heat.
 
Poor little bugger has got a big case of a bad hair day.
But to me these are so well taken to capture one like this which many will not see in this state.
So this is a well done from me and I really do like them all.
