Came across this on a walk and I have no idea what it is. There may have been a mill of some kind (most likely not wood) on the land at some point. There is a slight possibility that it is some kind of farming tool, though based on the hills and the age of the woods it would have been a small farm. There is little on the history of the park prior to the current owners which have been running the land for the last 50 years.

I've looked at it several times. I reckon it's a homemade adaptation.

The cast mounting bracket at the back is way heavier in construction than the rest.

The wrought iron attaching straps appear home made, but not by a home engineer. It's been riveted by someone with access to a forge. So, probably a Smith.

There appears to be a set of linkages which lifts that small hopper up and down when the wheel rotates.

Beyond that, I'm mystified.

Perhaps it was an early settler with steam punk allusions?
 
I wouldn't fancy being put in that, it doesn't look comfortable. Its got to be something to do with industry.
